1. Encourage enterprise to participate in overseas infrastructure construction and capacity cooperation.

2. Promote the cooperative construction of Silk Road Economic Belt and 21st Century Maritime Silk Road.

3. Promote the setting up of Pilot Free Trade Zone in Shanghai, Guangdong, Tianjin and Fujian.

4. Launch a batch of new significant projects.

5. Investment in railroad will be no less than 800 billion RMB and newly-built rail will be no less than 8000km.

6. This year another 27 projects will be launched with investment in large-scale water projects being more than 800 billion RMB.

16. Expand new space for regional development. Implement strategic combination of Four Major Economic Areas (the East, the West, the Northeast and the central China) and Three Economic Support Belt ( One Belt One Road, the coordinated development of Beijing-Tianjin-Hebei, and the Yangtze river economic belt).

17. Combine the construction of One Belt One Road with regional development and opening-up.

18. Promote the coordinated development of Beijing-Tianjin-Hebei.

19. Promote the construction of the Yangtze river economic belt.

20. Strengthen the construction of key development zone in the central and western

regions.

21. Do a good job in rural land rights confirmation, registration and certification.
